Examples of needs or concerns: Keep community in the same district or separate into multiple districts, shared policy concerns, need for a social service, relationship to other nearby communities, issues with current district lines

Your response: The way that water rights have always worked is that whenever you got your water rights was how much water you got and when you can start using them. I think that this should be changed because, for one, this seems like an outdated system. And two, there are people who get their water rights first and then don't use them all or don't have enough. They should be displaced and given out for how much you need/available or people who either have too much/little could buy/sell/lease them out.
