Your response: My community is an agricultural-based community so water rights is a big deal. The way that water rights have always worked is that whenever you got your water rights was how much water you got and when you can start using them. I think that this should be changed because for one, this seems like an outdated system. And two, there are people who get their water rights first and then don't use them all or don't have enough. They should be displaced and given out for how much you need/available.
